Mercer Marsh Benefits found that 52% of employees still have unmet needs, even though 71% say their benefits experience is relevant \[1\]. The opportunity is not to infer every possible need from employee data. It is to use information responsibly to make support easier to access.

In the UK, the ICO notes that worker health information is special-category data and that employers must be clear and proportionate about why they process it. It also cautions that consent can be difficult to rely on in employment relationships because of the imbalance of power .

For benefits leaders, the practical lesson is clear: do not confuse more data with better personalisation. Start with a defined employee benefit, a legitimate purpose, clear communication, and strong safeguards.

## AI in Employee Benefits Technology: Useful, but Not Autonomous

AI can improve benefits experiences. It can help answer routine questions, summarise complex information, recommend relevant content, identify operational friction, and support HR teams with analysis.

But AI should not become a black box sitting between an employee and an important benefit decision.

Aon reports that AI adoption in benefits remains early: 13% of organisations currently use AI-powered virtual benefits assistance, while 37% plan to adopt it. Only 11% currently use AI for personalised benefits and rewards decision support, with 29% planning implementation . The adoption gap is a reminder that governance must grow alongside capability.

A technology purchase is not a strategy. A strategy starts with the employee problem.

### Step 1: Map the Current Benefits Journey

Ask employees how they currently find and use benefits. Map the experience from awareness to enrolment to utilisation to support. Include people who have never used a benefit, not only the people who already engage.

Look for hidden friction: duplicate logins, unclear eligibility, missing language options, manual paperwork, inaccessible content, provider handoffs, or HR teams answering the same question repeatedly.
